На примере Калининградской области обосновывается необходимость формирования промышленного строительного кластера как эффективного механизма инновационного развития дорожной отрасли. Актуальность исследований обусловлена особым геополитическим положением региона, требующим повышенного уровня экономической самодостаточности и технологической независимости, особенно в сфере дорожного строительства. Целью работы явилось создание концептуальной модели кластера, интегрирующего предприятия строительной индустрии, научно-образовательные учреждения, логистические и цифровые платформы. Применены методы системного, структурно-функционального и сравнительного анализа, а также элементы прогнозирования. Представлены предпосылки кластеризации: действующая инфраструктура поддержки предпринимательства (Центр кластерного развития), успешные региональные кластерные инициативы в смежных отраслях и реализация национального проекта «Безопасные качественные дороги». Предложенная модель ориентирована на решение задач замещения зарубежного сырья, внедрение инновационных материалов (геосетки, композиты, металлические и железобетонные изделия) и цифровых систем мониторинга. Она может быть адаптирована для других приграничных и полуэксклавных территорий Российской Федерации.
Using the example of the Kaliningrad Region, this paper substantiates the need to establish an industrial construction cluster as an effective mechanism for the innovative development of the road sector. The relevance of the study is driven by the region's distinct geopolitical position, which demands a heightened level of economic self-sufficiency and technological independence, particularly in the field of road construction. The purpose of the study was to develop a conceptual cluster model integrating construction industry enterprises, research and educational institutions, and logistics and digital platforms. The research employed methods of systems analysis, structural-functional analysis, comparative analysis, and elements of forecasting. The prerequisites for clustering are presented: the existing business support infrastructure (Cluster Development Centre), successful regional cluster initiatives in related sectors, and the implementation of the national project "Safe and High-Quality Roads". The proposed model is geared toward achieving import substitution, introducing innovative materials (geogrids, composites, metal and reinforced concrete products), and deploying digital monitoring systems. The model can also be adapted for other border and semi-exclave territories of the Russian Federation.
