Special economic zones can be used for various economic and political purposes. However, they are not a panacea for the country’s all development problems. The nature of the issues determines whether the creation of special economic zones in general is justified. If structural conditions such as factor endowments, lack of skills, social and political instability impede investment, they themselves will constrain the establishment of special economic zones. Thus, the feasibility of zones depends on the context, and policymakers should have a clear understanding of the disincentives to investment and the usefulness of zones for specific purposes. The context, which should be taken into account in the development of zonal programs, is proposed to be explored in unity of three aspects: historical, institutional and productive. The article analyzes possible prerequisites and grounds for the formation of special zones of different functional types in Russia using the author’s algorithm.
